If you're currently using Window$, check WWW for a file called "infanview" also known as "i_vi
It's free, done by a German author and well done. You can enlarge or reduce JPGs to a realistic size; especially good here for reducing those large instrument pannel displays you want to post here.

Also, consider downloading Fedora v13. If you use WIFI it'll take about an hour, perhaps two. It's a free operating system and has several programs that come with it for manipulating graphics, gnu comes to mind. Fedora is free and odds are you'll find it better than Window$; can read all that Window$ generated files, and do it better.
